Repair Items spell bug

Starting from 32 (or 33 - I'm not sure) spell level the Repair Items spell doesn't repair but breaks items. For example at 34 spell level it restores "-31536" durability (i'll try to add a screenshot) and completely breaks my items in a couple of casts.
