Diplomatic relations system and independent town

I think of small independent town. It would be of different races (goblins, elves, humans ...) would give quests, send guard if they are attacked, provide small armies, have dipplomatic and commercial relations ...

And why not a more dipplomatic system grow in the game as in Age of Empire II?

I like this idea so much that we will actually make it happen, at least on the main campaign world map.
