Naga bow works fine with magician 0.8.7

I'm not sure if that's a bug, but I had Pyromancer with Naga Bow (11% to cast Posion Cloud if you have ranger perk or something) and it casts it.

When it says "range perk applies" it doesn't mean you can't use it if you don't have the perk, it means you can use it better if you do.
