Little Question about the Classic campaign

First of all I want to say thank you for this Game. I loved the original WB3 but I dont get it to work with the unoffical Patchs on my Laptop anymore.

So my Question is about the classic campaign (Hero of Etheria)
I started a Classic campaign and moved down to the new selentia region where you can get the "Gift of Couatl" Set.
I started some Fights and saw, that the enemy Hero is level 20. In the original Game I moved there every time and it was not like this. So my Question is, (1) should I moved in another directs from startpoint because they change the difficult of the regions and (2) did the enemy Hero scale with your hero, so when i come back the hero will still be 19 level above my hero?

Iirc, in that campaign if the difference between your level and the enemy is big then the enemy level is fixed (i.e. it will not scale with your leveling).
