Too keep ability-reliant units cheap.
Take Ancient Wisps for example. Normally you would take one for its ability to generate crystal, which has no influence by its level. So a level 1 Ancient Wisp is as good as a level 20 Ancient Wisp in this regard. So ideally you would want it to be as cheap to field as possible, so the AP can be spent on extra units.

By the way is it possible to get Dragons, other than the frost Dragon you can recruit, into your companion list? They seem to have setup costs.
